You should to subscribe for 4 Mbps plan or above ,And it may drop the speed down least 256 kbps during peak hours.BUT local bandwidth used by sites like IDM , youtube and other CDN powered sites DOSNT GET EFFECTED. So WE still get great speeds for youtube AND IDM.

I thought lot about these problem and I think that the cause of the problem is due to poor BGP routing issue from BSNL.
All the BGP paths are passing through only from few slected paths , New York based international routers which face increased load at peak time.
All of the above proxies are use by Tata's or Reliance's BGP thrugh transit path and also their international bandwidth, Trust me they have greater network capacity so we obiviously get high speeds.
I have personally tested it on Bsnl , tikona
and it should work on MTNL, Sify, Meghbela, Hathway, DEN,Railtel and Fivenet too.
